Espinoza: Mayweather isn't holding up the Pacquiao fight

Apparently, Stephen Espinoza has said that Floyd Mayweather is not the one holding up the negotiations for the Pacquiao fight.  Stephen Espinoza is the Vice President of Showtime Sports.  If you take him at his word, then this would put the blame squarely on Pacquiao's shoulders.

It has been reported that the networks have agreed on terms.  The fighters have agreed on money, drug testing, etc.  It seems as though everything has been worked out.  So, you have to ask, what in the world is the hold up here?  Bob Arum is giving interviews left and right stating that the fight has been agreed on with Pacquiao and that he has signed off.  They are waiting for Mayweather to sign the contract.  At the end of the day, either make the fight or don't.  If this fight doesn't get made - both fighters will be to blame.  Mayweather stands to make 150 million dollars for this fight.  Someone please tell me how these two can't come to terms.
