Rigondeaux holds the WBO belt and the 'Super' version of the WBA title, while Quigg is the WBA's ordinary world champion.
The Miami-based southpaw's manager Gary Hyde last month wrote to the WBA asking for a mandatory defence against Quigg, who has instead been pursuing Belfast's IBF champion Carl Frampton.
Quigg's promoter Eddie Hearn this week came on Sky Sports News HQ to offer Frampton a £1.5m purse, an offer that was immediately rejected.
And now Hyde says Rigondeaux is ready and willing to take on Quigg in Manchester on June 20 - for a fraction of that fee.
He tweeted: "WBA Champion Scott Quigg should challenge WBA Unified champion Guillermo Rigondeaux for the WBA, WBO and WBC silver title June 20th in Manchester.
"This fight can be signed and sealed today. Lets get it on Eddie. Flash one of them cheques to us and we got a fight. Rigo would fight Quigg and Frampton for 1.5m US dollars."
Hearn has previously insisted a fight with Rigondeaux must wait until after a unification contest with Frampton, while Quigg recently said he is ready to take on the Cuban, widely considered the benchmark for the division.
He told Ring TV in December: "Rigondeaux is a phenomenal talent, we know that, but I would get in there and be fully confident of winning the fight.
"He gets avoided because you don’t get huge money for facing him, and if you did get a couple of million then the queue to fight Rigo would be as long as my street.
"It’s about the glory and I want to be the best. A win over Rigondeaux would mean more to me than all the money in the world."
